The candidate will act as an acquisition policy and strategy advisor to the Defense Health Agency (DHA) J-4 Directorate. Provide support, including assisting J-4 in developing acquisition policies to ensure compliance of programs with the acquisition oversight laws, regulations, policies and circulars; reviewing acquisition packages for completeness; conducting organization, functional, and program/project assessment; performing analyses and organizing and tracking the development of acquisition policy, guidance, and standard; developing briefings, analysis papers, and spreadsheets for senior DHA management; implementing disciplined acquisition planning across the DHA; and supporting various IPTs and working groups with government representatives. Demonstrates ability to assess and apply multiple organizational, and management improvement techniques in a government or commercial environment.  Capable of conducting strategic level analysis for all acquisition lifecycle management functions, and provide recommendations to acquisition policies and program offices. Expert knowledge in DoD 5000 series, capable of developing acquisition policies, process, and related documents such as acquisition strategy, systems engineering plan (SEP) or Capability Implementation Plan (CIP), Life Cycle Sustainment Plan (LCSP) or CSP, etc. program management, and systems engineering best practices.


  • Active Secret security clearance required
  • BA or BS degree required; MA or MS desirable
  • 7+ years of experience with DoD acquisition policies, regulations, and practices
  • 5+ years of experience supporting senior-level organizations
  • Experience with briefing clients and team members on acquisition, policy, and functional issues
  • Possession of excellent organizational skills
  • Possession of excellent oral and written communication skills
  • PMP, Lean/Six Sigma desirable 
  • DAWIA Level 2 or 3 certification in Program Management, Lifecycle Logistics, Information Technology or Engineering desirable
  • Minimum of 10% travel required

Experience working in a CMMI Level 3 project/business environment a plus for all open positions. US Citizenship and the ability to obtain and maintain a Security clearance required.
