The candidate will support all aspects of the Army National Guard Mission Command Training Support Program.  Work directly with the government COR regarding contract financial status.  Duties include but are not limited to the following:

  • Presents and justifies the budget to Management Officials, Contract Office Representative (COR), Program Managers (PM) and Branch Chief. 
  • Prepares a variety of reports covering the status of funds, expenses and obligations. 
  • Provides assistance to Management Officials, COR and PMs on assigned projects that involve issues of a Budget / Finance / Contractual nature. 
  • Monitors, reviews, and reconciles commitments, obligations and expenditures.
  • Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. 
  • Compiles information and data to prepare reports that present information such as status of funds, expenditures, and obligations. 
  • Maintains databases, budget systems, registers and other automated systems which record budget data and track budget activities. 
  • Provides information and assistance to PMs on matters such as the requirements and acceptability of budget documents. 
  • Evaluates data submitted for consistency with previous estimates, current level of program operations, and anticipated changes in staffing and funding levels. 
  • Drafts and prepares documents for Request for Services Contract Approval Form (RSCAF) packages for the eXportable Combat Training Capability (XCTC) and the Mission Command Training Support Program (MCTSP) program, including:
    • Agency Support Agreement or Memorandum of Agreement
    • Determination and Findings for Authority of Interagency Acquisition under the Economy Act
    • Request for Service Contract Approval Form (RSCAF) Cover Sheet
    • Determination of Best Procurement Approach Assisted Acquisition
    • RSCAF
    • Statement of Work (SOW) or Performance Work Statement (PWS)
    • Legal Review Memorandum
    • MIPR/PR and Requirements Validation Board (RVB) Sheet
    • MIPR Cover Sheet


  • Active Secret security clearance required
  • 3-5 years of experience required
  • BA/BS degree with a minimum of 7-9 years’ direct experience in MCTSP for Army National Guard, Army Reserve, or Active component. Experience should include working at the national level for a program management team.
  • Must have in-depth knowledge and experience in MCTSP training operations, mission command information systems, mission command training events, Combined Army Training Strategy, Mission Command digital assessment tables, and lines of communication with all MCTSP proponents and agencies.

Experience working in a CMMI Level 3 project/business environment a plus for all open positions. US Citizenship and the ability to obtain and maintain a Security clearance required.
