US Citizenship and the ability to maintain a DoD security clearance required.


Familiarity with basic computer applications (Word, Excel, etc.) Communicate verbally and in writing with various stake holders. Assists in preparing negotiation memorandums and draft agreements for Interagency Agreements with other federal agencies in support of FEMA Region VI. Assists in Administration of multiple types of contracts once they are awarded, such as: Utilities, Facilities, Preventive Maintenance, Services, GSA Federal Supply Schedule Delivery Orders and others. Familiar with proposal review techniques required for analysis, such as: Cost and Pricing Data, Cost Realism, Price Analysis, Price Reasonableness, Best Value. Prepares a variety of procurement documents (simplified acquisition, architect-engineer, performance-based, fixed price, cost-plus fixed fee, award fee, incentive fee services) for review and execution by a Government-warranted CO. Assist in Administration of task order close outs. Assist in preparing modifications to the task order/agreements. Ability to assess and recommend contract requirements for all facets of day-to-day and emergency situations to provide accurate recommendations and services to the Regional CO.


  • Must have a DoD secret clearance and ability to obtain DHS FEMA suitability
  • U.S. Citizenship required
  • Bachelor's degree required
  • Minimum of 4 years of experience
  • Proficiency in English (written and spoken)
  • Current or prior experience, in accordance with Section 5 of the SOW.
  • Must be at least 21 years of age. 
  • Must have a working knowledge of contracting guidelines such as Federal Acquisition Regulations, OMB circular, DHS Management Directives, HSAM, HSAR, FEMA Bulletins, Comptroller General Decisions and other statutory and regulatory directives and policy statements.
  • Must have the ability to apply a variety of different and unrelated processes in preparing purchase orders and contracts for the Regional CO to execute.
  • Recommend decisions on instruments utilizing administrative regulations, procedures and laws.
  • The nature of the work requires departing from past approaches and extending traditional techniques in developing new methods that meet major objectives that do not compromise laws and procedures.

Experience working in a CMMI Level 3 project/business environment a plus for all open positions. US Citizenship and the ability to obtain and maintain a Security clearance required.
